When we remember that people were shot,
so we could have the 8-hour day;
if we acknowledge that homes with families in them were burned to the ground,
so we could have Saturday as part of the weekend;
when we recall 8-year old victims of industrial accidents
who marched in the streets protesting working conditions and
child labor only to be beat down by the police and company thugs,
we understand that our current condition cannot be taken for granted –
people fought for the rights and dignities we enjoy today,
and there is still a lot more to fight for.
The sacrifices of so many people cannot be forgotten or
we'll end up fighting for those same gains all over again.

This is why we celebrate May Day.

GS met GM (Estt), BSNL CO and discussed regarding

Finalization of JTO RR-2014
We requested for early finalization of JTO RR-2014. GM (Estt) mentioned that JTO RR-2014 Management Committee Note is being sent to BSNL Management Committee for clearance today and expected for discussion in the next MC Meeting. Therefore, it will be submitted to BSNL Board meeting for approval. He assured an early action in this regard.
Committee meeting on JAO-2010 batch Pay option case
GM (Estt) confirmed that yesterday committee met and discussed the matter but as per existing rules the cut of date of NEPP i.e. 07.05.2010 cannot be changed. Hence, no breakthrough could take place. We further requested to consider JTO-2010 batch Pay fixation case in separate manner but he continued to plead that it will cause repercussions to other cadres. However, we will further discuss the matter with other committee members and higher authorities.

5-Increments benefits to JTOS (SRD), JAO-2013 batch and PAs/PSs
We requested for giving of 5 increments benefit to the JTOs (SRD) batch, JAO-2013 batch and PAs/PSs to bring parity in the pay-scale with previous years recruited JTOs/JAOs and PAs/PSs. GM (Estt) assured to submit a MC note on this issue at the earliest.

GS, AGS (HQ) met GM (Pers), BSNL CO and discussed regarding

Cancellation, retention/modification of some DGMs/DEs/SDEs (T) transfer orders on immunity/medical grounds and lady officers
GM (Pers) mentioned that all the pending cases have been examined and some justified cases on immunity/medical grounds will be settled shortly. Similarly, the lady executives' cases may be considered for modifications to the nearby circles but not in the same circle since some lady executives have already joined other circles on transfer and promotions.

We requested to give assurance to the executives who are transferred and posted to other circles that on completion of tenure in other circles they will be transferred back to their choice circles.
GM (Pers) appreciated our concern and assured to issue some assurance in writing shortly.

Modification in soft tenure policy, E-6 IDA pay scales to DGMs promoted from Group "B"
GM (Pers) mentioned that BSNL Management Committee note have been prepared on both the issues and will be sent to the MC for approval shortly.

Meeting with Jt Secy (T) DoT Sh. V.Umashankar

GS, AGS (F), AFS met JST and requested for E-2, E-3 IDA pay scales to JTO /SDE equivalent executives. JST mentioned that E-1A, E-2A and E-9A IDA pay scale proposal has been cleared by the internal finance of DoT and shortly it will be send to DPE for clarification on the substitute IDA pay scales of E-1A,E-2A and E-9A to JTO/SDE and CGMs/ED/Directors IDA pay scales in BSNL

GS, AGS (F), AFS met Member (F) DoT Ms Annie Moraes and discussed regarding

Early clearance of Draft reply to DoE on 78.2% IDA pay fixation for BSNL pensioners:
Member (F) appreciated our concern and mentioned that draft reply is being examined whether the matter actually needs cabinet approval. However, she assured an early decision on this issue.

Member (F) expressed serious concern on BSNL viability
Continuous losses are being incurred by BSNL. She mentioned that BSNL pensioners should also contribute for increasing its brand products sell in the market.
She further mentioned that BSNL is not coming out from losses, and even NOFN project to create 100 Mbt network of cable in the country is not being speeded up by BSNL. So, far progress made in this project is not satisfactory. The NOFN network will ultimately be maintained and utilized by BSNL and will earn a lot of revenue. We pleaded that BSNL is incurring losses and without getting 16.5% expenditure cost and 10% service charge it is difficult to divert the existing mtce. staff to this project exclusively. Member (F) mentioned that 26.5% profit or expenditure cost will not be accepted by the Govt. BSNL should complete the project treating its own project on no profit & loss basis. Since this network will finally be utilized by BSNL to provide connectivity to panchayat HQs with the existing BSNLs cable network through which huge revenue will be earned. We further pleaded that DoT should pay 26.5% expenditure /supervision charges to BSNL to expedite the NOFN project.

 Pension Contribution on actual IDA basic pay:
 Member (F) assured to further take up the matter at the appropriate level.

Refund of BWA spectrum charges and waive off notional loan of Rs 7500 Crs from BSNL and its interest Member (F) mentioned that as per the BSNLs proposal the BWA spectrum charges to be refunded by DoT will be adjusted against the payment of Taxes, license fee and USO charges etc from BSNL. Regarding  waiving off Notional loan Rs 7500 Crs and its current interest amount Rs 1000 Crs have been waived off and the necessary order has already been issued.

Payment of Rural deficit charges to BSNL against the year 2012-13, 2013-14 as recommended by TRAI Member (F) mentioned that the proper demand note justifying BSNLs Telecom services in the rural areas have not been given by BSNL. She mentioned that BSNLs market share is only 10% which should be minimum25% being state owned company. She was non committal on rural deficit charges to BSNL.


GS, AGS (F), AFS met Sh. S.C. Misra Member (Services) DoT and discussed regarding
78.2% IDA pay fixation to BSNL Pensioners
We requested for sending of an early reply to DoE on 78.2% IDA pay fixation of BSNL pensioners, since the reply is pending with DoT for the last one month. Member (S) mentioned that draft reply is pending in the internal finance of DoT for clearance. However he expressed his concern against the Presidential Order issued by DoT for serving BSNL employees on 12.06.2013. He opined that P.O. needs amendment for arrears payment of pay on 78.2% fixation which can easily settle the issue and this exercise to prepare a proposal for modification should be done by BSNL and thereafter by DoT. However, he assured that as soon as the clearance from DoT internal finance is given the reply will be sent to DoE.

GS met CMD BSNL and discussed regarding functioning of CTD and WB telecom circles and requested to post regular CGMs to provide stability in the interest of Circles. CMD and Dir (HR) present in the meeting mentioned that already concern CGMTs have been directed to relieve the concern officers to take over as CGMs CTD WB and ETP Circles. He further mentioned that management is more concern on this issue.

GS met Director (CFA) and discussed regarding procurement of material in field units. Director (CFA) mentioned that already APO for NGN equipment has been placed. Similarly 23 lakhs telephone instruments and Cable procurement APOs have been placed. But being 100% Govt. PSU there is always delay in tendering process all the precautions and cautious decision are being taken while finalizing the tenders.

GS, OS (West) met Director (CM) BSNL on 24.04.2014 and expressed our serious concern against creation of tower Subsidiary on Joint venture. Director (CM) mentioned that he knows the BSNL Unions/Associations stand on this issue and assured no arbitrary decision in this regard will be taken. He also appraised that this FY 2013-14 the CM segment has increased Rs 1000 Cr with 6% growth and efforts are being made to increase it further.

GS, FS, AGS (HQ) and AFS attended
awareness session on creation of
BSNL tower subsidiary incorporating joint venture

GM (Infra), BSNL CO along with the consultant KPMG gave presentation on tower business of BSNL. He explained in detail that at present about 2900 BSNL towers could be leased out to other Telecom Service Providers due to less focus on this issue. To provide more focus in this segment wherein approx. 62000 BSNL towers can be shared and may get approx. Rs. 35000/- per month each operator and thus may be earn a huge revenue in the tone of hundreds of the Crores in the next 3-4 years itself.

He further mentioned about the recommendations of the Consultant and approval of BSNL board which is as under-

Phase 1: Formation of a Strategic Business Unit (SBU) including outsourcing of Operations & Maintenance and Sales & Marketing.

Phase 2:  Creation of subsidiary and induction of a Joint Venture (JV) partner.

To begin with the action plan to implement the first phase of advise, a Project Management Office (PMO) has been proposed to be established for which services of professionally qualified external consultant are proposed to be taken. The timeline for the phase 1 and phase 2 is expected to be 12-18 months and the proposal has been forwarded to DoT for the approval.

We strongly opposed against induction of strategic Joint Venture (JV) partner who will come to earn more and more revenue from BSNL infrastructure and finally may take over the tower subsidiary company by increasing its share. It will dilute the strength of BSNL and allow fragmentation of BSNL. We pleaded that BSNL tower should be monetized by creating its own infra units at all circles/ SSA level i.e. the Strategic Business Unit (SBU) as recommended by the consultant as the Phase-1 to maintain the site perfectly and earn revenue by leasing out and creating new sites. We strongly opposed the implementation of the Phase-2 of the recommendations.

All the Unions and Associations representatives present in the meeting also opposed the Govt. decision for creation of BSNL tower subsidiary by induction of strategic partner. GM (SR) assured to communicate our feelings to the BSNL Management.

Raja FS, Shri Manoj Nair, CWC Member, Shri Rashmin Gohel, AFS, Shri J.K.Patel OS, Circle Office Branch, Shri N.P.Patel Branch Secretary Ahmedabad Telecom District, Shri O.P.Sharma Branch Secretary Civil/Electric/Architect wings met him and discussed various Developmental and HR issues of all cadres and welcomed him on behalf of AIBSNLEA Gujarat Circle. Circle Secretary discussed on some of the development and pending HR related issues and submitted a memorandum.

GS, AGS (HQ) met Addl. GM (Pers.) and discussed regarding

CPC from JTO (T) to SDE (T)
We requested to expedite CPC from JTO (T) to SDE (T). Addl. GM (Pers.) mentioned that CPC work is in process but promotion order will be issued after the stay from promotion is vacated by Hon'ble CAT Ernakulam. The case is posted for final hearing on 26the May 2014. AIBSNLEA has already impleaded in the case.
CPC from SDE (T) to DE
Addl. GM (Pers.) mentioned that court case in the Hon'ble Supreme Court is now posted for hearing on 23rd April 2014 and contempt case on 13th May 2014 in the Hon'ble High Court Chandigarh. He mentioned that CPC from SDE (T) to DE may take place only after the clearance is given by the Hon'ble Courts.
CPC from DE (Adhoc) to DE (Regular) and DE (Regular) to DGM (Adhoc)
 We requested to expedite CPCs from DE (Adhoc) to DE (Regular) and DE (Regular) to DGM (Adhoc). Addl. GM (Pers.) mentioned that the CPCs from DE (Adhoc) to DE (Regular) and DE (Regular) to DGM (Adhoc) are in process but these are held up due to “status quo” granted by Hon'ble Supreme Court to 147 SDEs (T) of LDCE quota. He mentioned that efforts are being made to get clearance from Hon'ble Supreme Court to issue promotion orders. AIBSNLEA has already filed application for clarification to issue the promotion orders for the DEs (Regular) whose seniority is not disputed since they all are at the verge of retirement.
CPC from DGM (Adhoc) to DGM (Regular)
Addl. GM (Pers.) mentioned that clearance from the competent authority is being taken to initiate CPC from DGM (Adhoc) to DGM (Regular).
E-6 up-gradation to DGMs promoted from Group "B" grades
Addl. GM (Pers.) mentioned that the comments of GM (FP) have been received on this issue and shortly a BSNL MC Note will be sent for approval.
Modification in Soft tenure stations transfer policy
Addl. GM (Pers.) mentioned that MC Note has been prepared for modification in soft tenure transfer policy and will be put up to MC shortly.
PPS Post creation
Addl. GM (Pers.) assured to further move the proposal to the competent authority for creation of PPS posts in the field units.

GS met Director (PSU), DoT Shri Sanjeev Gupta and discussed the following

E-1A, E-2A and E-9A Pay Scales clearance
Director (PSU) mentioned that the proposal of BSNL on E-1A, E-2A and E-9A IDA Pay Scales has been twice rejected by DoT internal finance and again BSNL has sent the same proposal to DoT. Now, the proposal has been sent to JST for further necessary action. He further mentioned that the proposal may be sent to DPE only after the clearance of DoT Internal Finance.
3% Pay fixation in the lower Pay and 3% in the higher pay on promotion
We requested for early reply to BSNL on this issue. Director (PSU) mentioned that such minor issues should be settled at PSU level only instead of referring to DoT. However, he assured for an early reply to BSNL on this issue.

Dr.B.R.Ambedkar Jeyanthi - April 14

On 26th January 1950, India will be an independent country.
What would happen to her independence?
Will she maintain or will she lose it again?
This is the first thought that comes to my mind.
It is not that India was never an independent country.
The point is that she once lost the independence she had.
Will she lose it a second time?
It is this thought which makes me most anxious for the future.
What perturbs me greatly is the fact that not only India has once before lost her independence,
but she lost it by treachery of some of her own people...
Will history repeat itself?
It is this thought which fills me with anxiety.
This anxiety is deepened by the realization of the fact that
in addition to our old enemies in the form of castes &creeds,
we are going to have many political parties with diverse & opposing political creeds.
Will Indians place the country above their creed or creed above their country?
I do not know, but this much is certain that
if the parties place creed above country,
our independence will be put in jeopardy a second time & probably be lost forever.
This eventuality we all must resolutely guard against.
We must be determined to defend our independence
with the last drop of our blood!

We requested GM (FP) to expedite CPC from CAO to DGM (Finance). GM (FP) mentioned that VCRs from CVO office are yet to be received. CVO office is trying to take the correct report from Circles w.r.t. names etc. He assured that as soon as the VCRs are received from CVO the CPC will be expedited.

We requested to initiate CPC from AO to CAO against the vacant CAO Posts of seniority quota till the time BSNL Board approves on 25% MT Posts diversion is given. GM (FP) assured an early action in this regard.

We requested to issue a reminder to all the Circle for early sending of screening report and VCRs to BSNL CO to expedite CPC from JAO to AO. GM (FP) assured to issue reminder to Circles shortly.

GM (FP) mentioned that to expedite CPC from DGM (F) adhoc to DGM (F) regular, the VCRs are awaited from CVO. However, he assured that as soon as the CAO to DGM (adhoc) CPC is over this CPC will be completed.

We requested to hold committee meeting on the issue of allowing to exercise JAO option case who joined after for 7.5.2010. GM (FP) assured to convene the meeting at the earliest.

GS, AGS (HQ) met & discussed with GM (Estt.) regarding

GM (Estt.) mentioned that JTORR-2014 is being finalized; only fixation of seniority is being discussed. Her assured for early submission to the BSNL management committee for clearance and thereafter to BSNL Board.

GS, AGS (HQ) met GM (Pers.) BSNL CO and discussed the following issues

GM (Pers.) mentioned that he has personally spoken to CGMT Kerla Circle to pursue with Hon'ble CAT Ernakulam through BSNL Advocate for early hearing since thousands of JTOs (T) to SDE (T) promotions are held up. CGMT Kerla has assured to take-up the matter seriously.

GM(Pers.) mentioned that BSNL CO is filing an application in the Hon'ble Supreme Court to get the clarification on 147 SDEs (LDCE) quota seniority status quo issue whether they can be considered for promotion with others or not. After getting the clarification from Hon'ble Supreme Court the CPC will take place.

We requested for consideration of cancellation, modification & retention of some DEs who were retained on promotion to DE up to 31.03.2014 and now again requesting for cancellation modifications and retentions on immunity ground, medical ground etc. GM (Pers.) mentioned that at present due to code of conduct imposed no officers are being forced relieved. However, some cases may be considered on the merit basis after some time. He assured to examine pending cases.
