Implementation of 78.2 IDA pay fixation benefit to BSNL Pensioners:

GS, AGS(Fin.) met Director(Staff) DoT Sh. P. Khanna and Joint Secy(T), DoT Sh. V. Umashankar and  discussed about implementation of 78.2 IDA Pay fixation to BSNL pensioners. Director(Staff) DoT mentioned that the case has been sent to AST  through Member(S), DoT  for clearance from SU Cell for the pay fixation on last pay drawn for pensioners who retired from 01.07.2007 to 10.06.2013. He mentioned that actual pension will be revised w.e.f. 10.06.2013 only and for notional pension fixation the matter has to be sent to DoP&PW to relax Rule-116 as special case.
We immediately met Jt. Secy(T), DOT Sh. V. Umashankar and requested to clear the proposal. Jt. Secy.(T) traced the file and immediately cleared it and sent to Director(PSU)  for further action. During discussions he mentioned that Member(S) has asked our comments on last pay drawn proposal and now it is cleared from us and it is also proposed to get clearance from DoP&PW. Hence, after the approval of DOT Internal Finance clearance, it will be sent to DoP&PW and thereafter the pension revision will take place w.e.f.10.06.2013 only. However, he assured an early action in this regard.

Govt to bring parity between pay scales of MTNL, BSNL

The Government has decided to bring parity between the pay scales of employees at Mahanagar Telephone Nigam Ltd with their counterparts in Bharat Sanchar Nigam Ltd. This will be done at the time of next wage revision in 2017. At present, MTNL workers get higher pay compared to BSNL employees.


BSNL, USOF to sign pact for towers in naxal areas by month-end

State-run BSNL and the Universal Services Obligation Fund (USOF) are likely to sign a MoU by the end of this month for setting up mobile towers in states affected by naxal violence. "We will try to sign the MoU (with BSNL) by the end of this month," USOF Administrator N Ravi Shankar told PTI.


GS, AGS(Fin.), CS KTK, Circle President Gujarat Circle met GM(FP) and discussed
(a) CPC from AO to CAO Regular: We requested to expedite CPC from AO to CAO regular. GM(FP) mentioned that most of the VCRs have been received and few (20) VCRs are awaited from CVO. However, he assured that next  week CPC will be completed to fill up 272 CAO posts on regular basis.

(b) CPC from JAO to AO: GM(FP) mentioned that revised legal opinion from Haryana Circle BSNL's advocate has been taken which is now being vetted from BSNL's Sr. Advocate wherein the advice has given to expedite CPC. Simultaneous, the vacancies position of AO Cadre is being assured. He expected that about 1000 AOs posts may be filled up which will cover all eligible JAOs for promotion.

(c) Regularization of Adhoc DGMs: We requested to initiate action for regularization of adhoc DGMs(Fin.). GM(FP) assured to look into the matter.
